Incentives

When your business is ready to invest in Emporia and our workforce, we are ready to support your business through targeted investments that provide immediate returns and long-term benefits for our citizens. Below are some of the incentives available to eligible firms relocating to or expanding in Emporia. All incentives are subject to modification, the availability of funds, and review and approval by the Emporia Economic Development Authority.
Enterprise Zone

The City of Emporia has been awarded an Enterprise Zone through the Department of Housing and Community Development that provides state and local investment incentives. These incentives include cash grants for real estate investments and job creation, along with local benefits for qualifying investments. Details and documents are below.

State Incentives

  • Real Property Investment Grant

    Qualified real property investments in a commercial, industrial, or mixed-use building or facility within the boundaries of a designated Virginia Enterprise Zone.
    – 20% cash grant for real property rehabilitation investments above a $100,000 threshold
    – 20% cash grant for new construction investments above a $500,000 threshold
    – Grant capped at $100,000 for investments less than $5 million
    – Grant capped at $200,000 for investments of $5 million or more
  • Job Creation Grant

    Job creation grants for new jobs created within the boundaries of a designated Virginia Enterprise Zone.
    – Cash grant up to $800 per job per year for five years
    – Requires creation of five jobs or more
    – Requires wages equal to or above 175% of the Federal minimum wage with benefits
    – Personal service, retail, food and beverage positions are not eligible
    – Grant will be based on the wages paid for those grant eligible positions

Local Incentives

  • BPOL

    This incentive provides grants to new businesses based on the net increase in BPOL tax paid for the first five years of eligibility according to the following schedule:
    Year 1 = 50%
    Year 2 = 50%
    Year 3 = 50%
    Year 4 = 50%
    Year 5 = 50%

  • Business Incubation Grant (BIG)

    The Business Incubation Grant (BIG) Program is an initiative of the City of Emporia and Emporia Industrial Development Authority (IDA) aimed at assisting start-up businesses occupying commercial, industrial, and mixed-use properties within the Enterprise Zone (EZ) with rental costs for the first full year of operation. The City of Emporia and IDA have allocated a total of $25,000 for the program per fiscal year. Grants may not exceed $5,000 per business for the first full year of operation and 20% of the rent paid by the tenant.

    The Business Personal Property (BPP) Investment Grant Program is an initiative of the City of Emporia and Emporia Industrial Development Authority (IDA) aimed at assisting both new and expanding businesses within the Enterprise Zone (EZ) area.

  • Façade Improvement Grant(FIG)

    The Enterprise Zone Façade Improvement Grant (FIG) Program is an initiative of the City of Emporia and Emporia Redevelopment and Housing Authority (ERHA) aimed at enhancing the physical appearance and economic viability of properties and businesses within the Enterprise Zone area. The City of Emporia and ERHA have allocated a total of $25,000 for the program. A 1:1 match from the property owner or tenant is required. Grants may not exceed $5,000 per property per fiscal year.

  • Machinery and Tools Investment Grant

    The Machinery & Tools (M&T) Investment Grant Program is an initiative of the City of Emporia and Emporia Industrial Development Authority (IDA) aimed at assisting both new and expanding businesses within the Enterprise Zone (EZ) area.

  • Real Estate Tax Abatement

    This incentive provides a 100% exemption from real estate taxes for substantially rehabilitated, renovated, or replacement of commercial or industrial properties for 10 years. The exemption shall be equal to the increase in assessed value resulting from the rehabilitation, renovation, or replacement of the structure. Total square footage of structure may not increase by more than 25%. Application fees will be waived.

    This incentive provides a 100% waiver to businesses who incur zoning and building permit fees.
