The City of Emporia IT Department is the central hub for all technological infrastructure, services, and support within our local government. Its primary objective is to ensure that all departments and agencies have access to reliable, secure, and efficient technology solutions to facilitate the delivery of public services and enhance administrative operations.

- Responsibilities & Functions
- The IT Department manages all aspects of the city’s technology infrastructure and services, providing both proactive and reactive support. Key areas of responsibility include:
1. Acquisition, Implementation, and Maintenance
- Network Infrastructure:
- Design, deployment, and maintenance of Local Area Networks (LAN) and Wireless Networks (Wi-Fi) across city departments and facilities.
- Coordination with Internet Service Providers (ISPs) to secure reliable, high-speed connections to the internet and external services.
- Regular monitoring and updating of network security to prevent cyber threats, including firewalls, encryption protocols, and intrusion detection systems.
- On-Premise Servers and Cloud Services:
- Management of city-owned physical servers as well as hybrid or fully cloud-based services for data storage, applications, and operations.
- Ensuring data availability, integrity, and security through backup protocols and disaster recovery strategies.
- Evaluation and integration of cloud technologies to enhance scalability, flexibility, and efficiency.
- End-User Devices:
- Procurement, deployment, and lifecycle management of desktops, laptops, tablets, smartphones, printers, scanners, and other IT equipment.
- Configuration and maintenance of hardware and software to ensure seamless operation and compliance with city policies.
2. Telecommunications and Communications Technology
- Voice over IP (VoIP) Systems:
- Deployment and support of desk phones and mobile communication systems to facilitate efficient communication across all city departments.
- Integration of voicemail, video conferencing, and other advanced communication features to improve operational connectivity.
- Email Systems and Security:
- Management of city-wide email services, ensuring reliable access and robust security through encryption, spam filters, and monitoring for phishing attacks.
- Regular training and updates for users on email best practices to prevent cyber breaches.
3. Helpdesk Support and Training
- IT Helpdesk:
- Providing prompt and efficient support for all city employees experiencing technical issues with hardware, software, or connectivity.
- Tracking and managing service requests using a ticketing system to ensure timely resolution of issues.
- User Training:
- Developing and delivering comprehensive training programs for employees to enhance their skills in using IT systems, applications, and cybersecurity best practices.
4. Security and Data Protection
- Backup and Recovery:
- Management of both local and cloud-based backup solutions to protect critical city data from loss or damage.
- Implementation of disaster recovery plans to restore operations quickly in case of system failures, cyberattacks, or natural disasters.
- Email and Web Security:
- Ensuring safe email practices through advanced filtering systems, antivirus scanning, and regular security audits.
- Implementing web filtering tools to protect employees and systems from malicious websites and inappropriate content.
5. Physical Security and Access Control
- Video Surveillance Systems:
- Installation and monitoring of video security systems for city facilities to ensure safety and regulatory compliance.
- Maintenance of surveillance data storage and retrieval systems for future investigation if needed.
- Building Access Control:
- Implementation and management of electronic access control systems to regulate entry into city buildings, ensuring that only authorized personnel have access.
6. Digital Presence and Public Engagement
- City Website Maintenance:
- Continuous updates and management of the City of Emporia’s official website to ensure accuracy, accessibility, and user-friendliness for residents and businesses.
- Integration of e-government services and online portals to streamline public access to forms, services, and city information.
- Social Media Management:
- Overseeing the city’s presence on social media platforms to foster communication, transparency, and engagement with the community.
- Providing timely updates on city initiatives, events, and emergency information to keep residents informed.
